President Karzai's 9/11 Message

Here we have Afghan "President Karzai’s Message on the Anniversary of September 11 Attacks in the US", as the message puts it.

It is pretty straight forward and empathetic, until we get to the last paragraph:
The outcomes so far of this war undeniably show that unless the approach and the conduct of the war changes, terrorism will not only be not eliminated, but the region and the world at large will be facing new adversities where the entire world would then be affected.  Therefore, remembering September 11 is an opportunity for the world to re-think their approach to terrorism and its conduct of the war and to redress the wrongs of the past.
This seems a pretty straight forward assertion that the Afghan Government thinks we have let other nations off the hook and tried to compensate by doubling down in Afghanistan.

To who could President Karzai be referring?  I would think it could include Pakistan (and their ISI), Saudi Arabia and Iran.

Do we agree with President Karzai or do we think going beyond Afghanistan would be too hard?
